Useful only if someone will still work on it
A building management system should make the plant reliable and cheaper to run. It often does the opposite when the front end is orphaned, the points are wrong, or the only person who understood it has left. Controls follow the same rule as equipment: the solution has to fit the budget, and someone on the team has to be able to support it afterwards.
That includes controller repairs and replacements, thermostat calibration, scheduling, and the control of fans, pumps and drives. If a simpler controller will do, that is the recommendation.
